Reforms
Reforms are the key to a succesful state, althrough they are all optional. If a player wishes to, it may not do any during it's play time.
Reforms, like tasks, have various effects on the state. However, reforms have much more impact on the country and are permanent - this is why they should be taken into much consideration. Once activated, a reform can not be removed nor deactivated.
Additionally, some reforms prevent the player from activating other reforms. This is the case where two reforms have opposite effects (i.e.: Liberalism vs. Planned Economy ).
Furthermore, reforms require a certain amount of influence before they can be applied, and also, they can not be applied if another action was done on the same quarter (change of budget, task).
